CROSS RIVER GOVERNMENT CONSTITUTES JUDICIAL PANEL OVER NDDC EVENT DISRUPTION.
CALABAR — In a decisive move to address the alleged disruption of official activities of the Niger Delta Development Commission (NDDC) in Calabar, the Cross River State Government has set up a Judicial Commission of Inquiry to investigate the incident, which occurred on Friday, 13th June 2025.
The directive, approved by the Governor of Cross River State, Senator (Prince) Bassey Edet Otu, comes amid rising public concern and conflicting narratives surrounding the interruption of some unveiling projects hosted by the NDDC management in the Calabar Metropolis.
In a press release issued on Monday, 16th June 2025, and signed by the Secretary to the State Government, Prof. Anthony Owan-Enoh, the Government stated that the Judicial Commission of Inquiry will ascertain the facts, identify the perpetrators, and recommend appropriate disciplinary or legal action against those found culpable.
According to the release, “Following a deluge of allegations of disruption of some projects unveiling hosted by the Management of the Niger Delta Development Commission (NDDC) in the Calabar Metropolis, has approved the constitution of a Judicial Commission of Inquiry to investigate the said allegations and ascertain the truth from the divergent narratives in the public domain.”
The Commission, which is expected to conclude its work and submit a detailed report on or before 1st July 2025, is charged with the responsibility of unravelling the circumstances behind the alleged interference, offering recommendations that could lead to either disciplinary measures or criminal prosecution.
The five-member Commission is chaired by Hon. Justice Emilia Ibok and includes:

The State Government reiterated its commitment to upholding the rule of law, transparency, and the integrity of governance processes within Cross River State.
This latest development is seen as a strong signal to government agencies and stakeholders that acts of sabotage, disruption, or impunity will not be condoned, especially in the context of developmental efforts geared towards the Niger Delta region.
The panel is expected to hold public and private hearings, examine all related testimonies and evidence, and provide actionable recommendations to prevent future occurrences.
Residents and stakeholders in the region have lauded the Governor’s prompt response, describing it as a necessary step to preserve order and ensure the smooth delivery of development initiatives by federal agencies operating in the state.
