A Senior Fellow of the Center for Democracy and Development, Professor Jibrin Ibrahim, has stated that he does not understand the report by the DSS where they claimed that there is an ongoing plan to bring in an interim government through declaration of state of emergency.
According to Professor Jibrin Ibrahim, for a state of emergency to be declared in Nigeria, the national assembly and president Muhammadu Buhari has to give their consent. Jibrin Ibrahim noted that if the DSS claims that there is a plan to bring in an interim government in Nigeria through a state of emergency, then they are pointing an accusing finger on the federal government and national assembly.
Jibrin Ibrahim went on to say that the narrative the DSS has so far given as the way through which plans are being made to introduce an interim government is confusing to him. According to Jibrin Ibrahim, the DSS is claiming that there is a plan to turn the ongoing protests from peaceful to violent protest thereby leading to Muhammadu Buhari declaring a state of emergency which will lead to an interim government.
It is important to note that there is no section of the Constitution of Nigeria which states that a democratically elected government can bring in an interim government after declaring a state of emergency. An interim government comes in when the military are in power. Professor Ibrahim is simply trying to say that DSS’s claim is rather confusing, unless the DSS is accusing the current democratically elected government.
