THE ERRONEOUS MISCONCEPTION OF USANI’S RETURN OF MONEY TO THE FEDERAL GOVERNMENT.

The falsehood going on the ground that the former Minister of Niger Delta Affairs, Pastor Usani Uguru Usani, Ph.D. allegedly returned money amounting to Billions of Naira to the Federal Government during the expiration of his tenure as a Federal Cabinet Member, 2015-2019 is completely and outrightly an illusion paraded by ill-informed people.

The misrepresentation if at all was to be true, for me, he would have rather been celebrated by people of good moral standing and the generality of Cross Riverians instead of attempting to assassinate his character and defame his personality.

This is because, the clamour for sanity and purging of corruption in governance and the craving for effective, just and equitable leadership that will herald good governance and rule of law greatly longed for by Nigerians would have started with him.

Nonetheless, those that are quite vast in knowledge of the Civil/Public Service rule, should know that there is an Account Provision within the HandOver Note in all establishments where the outgoing Chief Executive must as a fundamental rule leave whatever was not spent in the budget for the incoming administration to continue.

Note that this is one of the reasons Nigerians are gunning for Mr Peter Obi to be President having left N75 billion for his successor, Willie Obiano.

Consequently, the question that beckons for an answer is, if at all there was money within the account of the Ministry, was it Usani’s money or the Ministry’s money?
Won’t it have been expedient and the right thing to do, to have left what wasn’t he’s for the federal government?

Today, virtually every Nigerian thinks that the reason things are in this shape is because of bad leaders implanted by the people into different positions of authority, perhaps when one among 36 former Federal Cabinet Members did a lawful thing; instead of him being celebrated and noted as the hero of good leadership and governance, he’s rather being called all manner of unprintable names, with some going the extreme trying effortlessly to debased his person and hard-earned name.

For the record, Dr Usani U. Usani didn’t leave any money accrued to him as a person at the Ministry of Niger Delta Affairs, but, only in his handover note, left an unspent budget for the incoming administration to execute projects and continue from where he stopped.

WHEN I ASKED THE FORMER MINISTER, SEE HIS RESPONSE:

People who promote such stories only expose their ignorance of the processes of government business. Was there provision for a container of money given to me when I was appointed that warranted my returning it as a parcel?
Let them understand that the ministers are not even signatories of the ministries’ accounts. They don’t receive bank notifications. They do not even determine procurements.
Talking without knowledge only exposes one’s ignorance and I don’t expect my people of Cross River State to be so identified because the world knows us as people of early exposure.
